Pastor Elmer Kegley is a native of Portsmouth, Ohio. Enlisting in the USMC in 1960, Pastor Kegley was saved 3 years later and received the Baptism of the Holy Ghost at the Chappelow Ridge Pentecostal Church in West Harrison, Indiana.

God would bring more changes to Pastor Kegley through the church when he met Sister Mary M. Moore there, and they were later married on April 8th 1964. God blessed them with four children; Kevin, Angie, Martha, & Sharon. Kevin E. Kegley, the oldest, was born on May 19th 1966 and called to be with his LORD and SAVIOR on Feb 18th 2004 while preaching the gospel at the Laurel Pentecostal Church. He left behind his wife, Sister Joan E. Kegley and Daughter Emily E. Kegley. Angela S. Kegley was next to be born September 8th 1967, she has a Son Joshua R. Blair. Martha D. Kegley was born October 8th 1971 and went to be With our LORD 23 hours later when she died from complications. Sharon R. Johnson (Kegley) was last to be born on December 4th 1972. She has a son Austin L. Johnson.

Pastor Kegley was called into the Ministry in 1970, and in 1981, accepted the pastorate of the Chappelow Ridge Pentecostal Church. That has been over 25 years ago, and God is still using Pastor Kegley to lead the church forward into the future.
